In order to achieve this goal, an exploratory and qualitative research was carried out to elaborate a bibliographic review that covered the theme and allowed a survey on the models adopted in Brazil and abroad. From the theoretical foundation, it was possible to build a model with six indicators to compose the IEMUS (Effectiveness Index of Sustainable Urban Mobility), that priors the objectivity and practicality of the application. Subsequently, a field survey was carried out in which it was possible to apply the IEMUS in 15 cities with a population between 100 thousand and 500 thousand inhabitants, in order to evaluate their respective performances. The next step was to determine the weight of each indicator by applying a questionnaire to experts in the area. Finally, it was possible to evaluate the performance of each city and to note the need for a discussion about the effectiveness of its public policies of urban mobility with a focus on sustainability. The index seems objective and practical, allowing a consistent evaluation of the surveyed cities, and can be easily used by the managers in the monitoring and evaluation of the performance of their cities in reference of sustainable urban mobility.","abstract_html":"The objective of this study was to propose an index of sustainable urban mobility effectiveness to assist in the planning and management of medium-sized cities.
