The Politics of Women, Peace, and Security: National Action Plan Formulation, Implementation, Monitoring and Evaluation in 19 European Union Countries

This dissertation examines National Action Plan (NAP) processes for 19 European Union (EU) countries (Austria, Belgium, Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Lithuania, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, and Sweden). The study explores how EU NAPs on Women, Peace and Security (WPS) are being formulated, implemented, monitored, and evaluated as part of agenda setting, policy formulation and legitimation, policy implementation, and policy evaluation. Methodologically, it applies the stages model of public policy process analysis. The research employs a qualitative interpretative research design to identify the main actors involved in EU country-level NAPs, how these actors are working together, and how they perceive the successes and challenges of implementing the WPS agenda. Over 100 key WPS actors and stakeholders from EU NAP circles have been identified – using expert, purposive, non-probability sampling – and were interviewed. An exploratory sequential design relies on WPS publications (particularly post the 2015 UN Women Global Study) to inform these findings. This research approach is, therefore, conceptual, normative, and empirical. This study explores the extent to which civil society is a part of EU NAP processes, and whether collaboration on WPS is happening across EU borders and at the EU regional level. The research sheds light on EU countries’ NAP processes and approaches, and assesses countries’ overall efforts with the Women, Peace, and Security agenda.
