After summarizing the institutional conditions, (that are the Ministry of Culture (MfK), the Ministry of Foreign Affairs (MfAA)) as well as the general opinions and dealing with colonial history in Marxism-Leninism and in the GDR and the connections to cultural foreign policy of the GDR, a historical discourse analysis of archive material is presented.
