Burke's analysis of Adolf Hitler's use of scapegoating is explained and expanded to include Milosevic's use of scapegoating. The men's motives for scapegoating are compared and contrasted by looking at Hitler's Mein Kampf and "My Political Testament" and Milosevic's courtroom defense transcripts. Both men used scapegoating to unify groups of people and to create righteous identities to enable them to be on the "good" side of a conflict.
