Regulation of the broadcast industry came about because of the need to protect the medium from its own success. There were too many broadcasters vieing for the same piece of spectrum. Deregulation may prove to be the undoing of the medium, not because of lack of space on the spectrum, but from the number of different media that are all competing for the same audience. If deregulation is the undoing of broadcasting as it has become known in the 20th century, the canary in the coal mine would be the small market broadcaster. They will be the first to show the effects. This study seeks to find the answers by examining the attitudes, needs and thoughts of small market radio broadcasters, and devine the future of small market broadcasters by examining the Telecommunications Act of 1996.
