This study investigates the issue of juvenile delinquency in the United States and analyzes rhetorically three speeches that the issue has called forth. Chapter One discusses youthful crime today--its characteristics, sources, and punishments. The establishment of juvenile courts represents a step toward reducing delinquency. Chapter Two presents youthful crime as it existed in the United States until 1960--typical crimes, societal causes, and former laws used to treat juvenile delinquency. Chapter Three examines the present United States Juvenile Court System. The present juvenile laws are the result of several Supreme Court rulings affecting juvenile rights. Chapter Four explains the battle against widespread delinquency through rehabilitation and treatment. In the nineteenth century the trend in penal philosophy shifted from one of punishment to reformation. This rehabilitation program included probation, parole, and institutional treatment. The three speeches analyzed exemplify the speaking on the issue: Juvenile Courts and Due Process of Law by William O. Douglas; In Defense of the Juvenile Court by George Edwards; and the Paul M. Cook Memorial Lecture at the 1977 Phi Delta Kappa Convention by the Reverend Jesse L. Jackson. The plan or rhetorical analysis includes a discussion of the speech, the occasion, and the speaker. In analyzing these speeches, the rhetorical factors considered are arrangement, invention, and style.
