The Comprehensive Employment and Training Act (CETA), the Job Training Partnership Act (JTPA), the Job Opportunity and Basic Skills Training Program (JOBS), and a case study of the Central Texas Council of Governments/Central Texas Private Industry Council Employment and Training Division are presented. By tracking 934 participants who participated in employment and training programs, it was found that individuals who participated in occupational skills training, increased their employability and earning power and fared much better than their counterparts who participated in other activities. However, the cost is much higher for vocational training than for other types of training; therefore, an increase in this type of activity may result in a reduction in the number served.","abstract_html":"This thesis examines employment and training programs from federal, state, and local perspectives.
