Interest in more productive fishing has been accompanied by interest in more extensive exploitation of oil and other seabed minerals. Improved technology has sparked a drive in many countries to obtain as much oil and as many fish as possible. In the course of this drive to exploit resources, competition between nations has become keen and has caused bitter animosities. The United States Government acted in 1948 to set a precedent for national regulation. President Truman proclaimed that United States jurisdiction extended to the continental shelf and, for fishery conservation, to deep ocean waters. This action has prompted some Latin American governments to extend control over ocean waters as far as two hundred miles seaward from their coasts.
