Changing federal-municipal relations as reflected by aid-to-airports.

This paper is an attempt to relate both the theoretical and the practical aspects of federal-municipal relations. It is an effort to point out the growing dependency of municipal government to the national government; it provides a historical resume of this relation prior to the "New Deal", and the rapid growth of this relationship into the current era of direct monetary aid programs. The development and presentation of a single federal aid program reflects not only the growth of federal-municipal relations, but also the extent of growth of federal authority over municipal government through the use of federal aid programs. If this paper serves as a stimulant to those students of government dedicated to the preservation of federalism, then this thesis has a valid claim to existence.
