The emergence of a Communist China on October 1, 1949, allied with Russia is the main reason why American forces still man bases in Japan, why the U.S. Government made every possible effort to bring about an early peace treaty and end of the occupation. This is also the principal reason why the United States has pressed so hard for the development of Japanese defense forces and also for conservative Japanese governments to undo many of the very measures of democratization which the United States itself had introduced into Japan during the occupation. Japanese relations with Red China have become entangled with domestic political controversies over social policy and rearmament, with the struggles between left and center in the labor movement, and with literary and other debates among intellectuals. Questions of trade and closer cultural relations with mainland China have been the dominant problems of U.S. policy toward Japan since 1949.
