Underfinanced, traditionally neglected by the political elite, and subordinated to the will of the executive and the legislature, judicial institutions are in desperate need of reform. In seeking to establish independent, accountable, and accessible judiciaries, reformers need to address these three key-problem areas simultaneously, while also utilizing appropriate actors from above as well as below.
