Order and stability have long been considered as virtues of the good society. In the democratic society, that order and stability is achieved through the voluntary consent of the governed to submit to the legislative decrees of the governing. In the totalitarian dictatorship, that order and stability is frequently achieved through a fear fostered in the governed who are forced to submit to the governing. Typically, the most important instrument of fear is a secret police system which has been institutionalized to create the required atmosphere of terror. The understanding of such an instrument of terror as a political unit is of vast importance to every citizen of the free world. Through the comparison of an older, established secret police system, that of Stalinist Russia, with a younger, developing secret police system, that of Peronist Argentina, much information can be gained concerning such units. This study seeks to make a comparative analysis of the cultural and political backgrounds, the structures, the functions, and the processes of the Secret Police Systems in Peronist Argentina and Stalinist Russia. From this analysis, it is possible to discover similarities, dissimilarities, uniformities, and equivalencies that exist in the two units and draw some subsequent conclusions concerning such units as a pollical force. The objective of such investigation is an increased understanding of these institutions and their place in society.
