Voting behavior and social class among eighteen to twenty-one-year-old registered voters in Waco, Texas.

Using an eclectic methodology and a pragmatic definition of knowledge, Hans Morgenthau has constructed a model for understanding international politics. Two assumptions regarding human nature and group behavior undergird a structure build around two poles, "national interests" and "community." From this perspective, Morgenthau arrives at the conclusion that a "community" does not empirically exist; therefore, analysis of international politics requires that national behavior must be understood in terms of vital national interests. Furthermore, he emphasizes the political and moral necessity of formulating foreign policy in strict accordance with these facts. The theoretical importance and usefulness of Morganthau's perspective depends on this framework. There is some difficulty in knowing whether he has added to the body of political knowledge; also, there is the question of determining how his success in applying his model to contemporary problems can be duplicated by others. Several reasons for this difficulty are suggested: the ambiguity with which Morgenthau defines "politics," his reliance on subjective measurement and evaluation, the employment of rhetorical devices, the vague distinction drawn between the sources or causes of necessary "national interests" and possible "community," and the relationship of his theoretical framework to the present nation-state system.
