Soviet propaganda : a study of Soviet embassy press releases, 1959-1960.

Propaganda is a vital part of government and a valuable tool for attaining foreign policy objectives. Foreign policy determines what is to be done. Propaganda policy must be flexible in order to coordinate output with changes in foreign policy. "Agitprop," the Department of Propaganda and Agitation which functions under the direction of the Central Committee of the Communist Party of the Soviet Union, controls Soviet propaganda. While propaganda goals vary with time, the general objectives of Soviet propaganda are enduring. These objectives include spreading communist doctrine, making ideological converts, and achieving foreign policy goals. The Soviet Embassy in Washington daily publishes from one to five press releases, containing from less than one to twenty-five or more pages. During 1959 and 1960 press releases were issued in coordination with, and in support of, Soviet foreign policy goals relating to a number of international situations and topics, including the Berlin and German questions, the Geneva Conference of Foreign Ministers, Khrushchev's visit to the United States, the U-2 incident and Summit conference, and nuclear testing and disarmament. Quantitative analysis illustrates chronologically how propaganda emphases were shifted in support of foreign policy objectives.
