At the same time, the UK government and much of the traditional media has advanced a different, spectacular conception of the crisis, one that suggests that these small boat arrivals are an existential threat to the British state. At the July 2025 UK-France summit, Labour prime minister Keir Starmer and French president Emmanuel Macron announced two new measures to “tackle” small boat crossings. The announcement came against a febrile political backdrop of anti-immigration rhetoric stoked by Nigel Farage’s Reform party. The two new policies: “intercept the boats” and “one-in-one-out”, were hailed as a landmark inflection point in a decades-long crisis: the first empowered French police immobilise boats in the water, the second provided for a quota of single male asylum seekers to be returned to France. This qualitative study investigated the impact of these two policies and the media rhetoric surrounding them on the wellbeing and motivation of asylum seekers waiting to cross the English Channel in Northern France, using ethnographic observation, semi-structured interviewing, and thematic analysis. The study found that both policies and the rhetoric surrounding them had a negative impact on asylum seeker wellbeing, largely because they exacerbated the existing human rights violations, police tension and material deprivation that asylum seekers face on the coast of Northern France, supporting Welander’s (2020) “politics of exhaustion” theoretical framework.
