Στο σύγχρονο πλαίσιο της διακινδύνευσης, οι φυσικοί, ανθρωπογενείς, υγειονομικοί και κλιματικοί κίνδυνοι δεν εκδηλώνονται πλέον ως μεμονωμένα γεγονότα, αλλά αλληλεπιδρούν και αλληλοενισχύονται, δημιουργώντας συνθήκες πολυκρίσεων με σωρευτικές και συστημικές επιπτώσεις. Υπό τις συνθήκες αυτές, οι παραδοσιακές, γραμμικές προσεγγίσεις διαχείρισης κρίσεων εμφανίζουν περιορισμένη αποτελεσματικότητα. Η παρούσα διπλωματική εργασία εστιάζει στον βαθμό αποτελεσματικότητας των θεσμών στην Ελλάδα κατά τη διαχείριση μαζικών συμβάντων και πολυκρίσεων, με έμφαση στη θεσμική και διοικητική ανταπόκριση σε περιόδους αυξημένης πίεσης. Διερευνάται κατά πόσο το υφιστάμενο θεσμικό και οργανωτικό πλαίσιο δύναται να ανταποκριθεί στις απαιτήσεις που δημιουργούνται από τη συνύπαρξη και τη διαδοχική εκδήλωση κρίσεων διαφορετικής φύσης, καθώς και ποιες αδυναμίες αναδεικνύονται σε επίπεδο συντονισμού, λήψης αποφάσεων και διαχείρισης πόρων. Ιδιαίτερη έμφαση δίνεται στις κοινωνικές, οικονομικές και θεσμικές επιπτώσεις που προκαλούνται από τις κρίσεις. Αναδεικνύονται η σχέση μεταξύ επικινδυνότητας και κοινωνικής τρωτότητας καθώς και ο τρόπος με τον οποίο οι κρίσεις επηρεάζουν δυσανάλογα ευάλωτες κοινωνικές ομάδες, εντείνοντας προϋπάρχουσες ανισότητες. Natural disasters, health crises, socio-economic disruptions, and the impacts of climate change no longer manifest as isolated and temporally distinct events, but rather as interconnected phenomena producing cumulative and systemic consequences. This condition has led to the emergence of polycrises, a concept that fundamentally challenges the adequacy of traditional linear models of crisis management and highlights the limitations of existing institutional mechanisms. The management of MCIs under polycrisis conditions requires a high level of institutional preparedness, functional coordination, and adaptive capacity. However, administrative and organizational structures often continue to operate on risk-specific and sectoral logics, which limits the ability to address complex and interdependent crisis situations in an integrated manner. Crises, particularly when occurring simultaneously or sequentially, exert intense pressure on available resources, disrupt core state functions, and blur the boundaries between the phases of prevention, response, and recovery. As a result, crisis management increasingly shifts from the handling of discrete events to the governance of prolonged states of uncertainty. The experience of the period 2020-2021 in Greece vividly illustrated the defining characteristics of polycrises. The COVID-19 pandemic coincided with the occurrence of severe natural disasters, creating an environment of continuous operational and institutional strain. The simultaneous activation of multiple response mechanisms exposed weaknesses in coordination, clarity of responsibilities, and the management of the transition from immediate response to recovery and reconstruction. At the same time, the cumulative impacts of these crises placed substantial pressure on social and economic structures, exacerbating pre-existing inequalities and testing the resilience of the social fabric. Particular importance emerges in the relationship between hazard exposure and social vulnerability. Disasters do not produce uniform impacts but disproportionately affect specific social groups with limited access to resources, services, and institutional protection. Under polycrisis conditions, such inequalities tend to intensify, as overlapping or successive crises accumulate social and economic costs. The strain placed on healthcare, social welfare, and education systems, as well as the psychosocial consequences-especially for children and other vulnerable populations-constitute critical dimensions that are often insufficiently incorporated into crisis management planning. Institutional performance in polycrisis environments is characterized by increased demands for flexibility and rapid decision-making. Nevertheless, institutional fragmentation and the complexity of administrative procedures constrain the effectiveness of response actions. The absence of a fully integrated systemic approach hampers the understanding of cascading and cross-sectoral crisis effects, leading to fragmented and reactive interventions. Furthermore, the continuous activation of emergency mechanisms places a burden on institutional memory and limits opportunities for strategic reflection, learning, and the systematic incorporation of lessons derived from previous crises. Education and capacity-building for both the general population and involved stakeholders emerge as crucial components of effective mass emergency management. Adequate risk awareness, the cultivation of a prevention-oriented culture, and the strengthening of social participation contribute significantly to the reduction of vulnerability and the enhancement of collective response capacity. In polycrisis contexts, where institutional capacities may be strained or partially exhausted, the activation of local solidarity networks and self-organized community initiatives functions as a complementary mechanism to state intervention, reinforcing social resilience. Analysis of crisis impacts demonstrates that indirect consequences often exceed direct losses in both intensity and duration. Economic, social, environmental, and institutional effects unfold over time and critically influence the prospects for sustainable recovery. In polycrisis environments, indirect impacts tend to accumulate, transforming crises from temporary disruptions into structural features of social reality. This condition underscores the limitations of existing management mechanisms and highlights the need for a fundamental transformation of prevailing approaches to crisis governance. A central conclusion that emerges is that effective management of MCIs cannot rely exclusively on operational response measures. Instead, the adoption of holistic, multi-hazard, and cross-sectoral policies becomes imperative. Such policies must incorporate an understanding of systemic interdependencies and aim to address the structural drivers of vulnerability. Strengthening institutional resilience, clarifying roles and responsibilities, enhancing coordination, and ensuring continuous policy evaluation constitute key prerequisites for addressing complex crisis environments effectively. Within the broader context of climate change, which functions as an overarching and accelerating risk multiplier, the management of mass emergencies acquires a pronounced long-term dimension. The need for institutional adaptation and transformation becomes increasingly urgent, as polycrises are likely to constitute a persistent feature of future risk landscapes. The transition from a reactive crisis-response logic to a strategic framework emphasizing prevention, resilience, and sustainable risk management represents a critical challenge for contemporary states. Overall, it becomes evident that the management of polycrises and MCIs does not constitute merely a technical or administrative task, but rather a field of institutional and societal transformation. Analysis of crisis impacts demonstrates that indirect consequences often exceed direct losses in both intensity and duration. Economic, social, environmental, and institutional effects unfold over time and critically influence the prospects for sustainable recovery. In polycrisis environments, indirect impacts tend to accumulate, transforming crises from temporary disruptions into structural features of social reality. This condition underscores the limitations of existing management mechanisms and highlights the need for a fundamental transformation of prevailing approaches to crisis governance. A central conclusion that emerges is that effective management of MCIs cannot rely exclusively on operational response measures. Instead, the adoption of holistic, multi-hazard, and cross-sectoral policies becomes imperative. Such policies must incorporate an understanding of systemic interdependencies and aim to address the structural drivers of vulnerability. Strengthening institutional resilience, clarifying roles and responsibilities, enhancing coordination, and ensuring continuous policy evaluation constitute key prerequisites for addressing complex crisis environments effectively. Within the broader context of climate change, which functions as an overarching and accelerating risk multiplier, the management of mass emergencies acquires a pronounced long-term dimension. The need for institutional adaptation and transformation becomes increasingly urgent, as polycrises are likely to constitute a persistent feature of future risk landscapes. The transition from a reactive crisis-response logic to a strategic framework emphasizing prevention, resilience, and sustainable risk management represents a critical challenge for contemporary states. Overall, it becomes evident that the management of polycrises and MCIs does not constitute merely a technical or administrative task, but rather a field of institutional and societal transformation.
