Among its most severe and visible consequences is the rapid escalation in the frequency, intensity, duration, and spatial extent of wildfires. Rising global temperatures, prolonged droughts, altered precipitation regimes, and the increasing occurrence of extreme weather events have fundamentally transformed wildfire dynamics, giving rise to large-scale, high-intensity, and highly unpredictable fire events. These developments have placed unprecedented pressure on fire services and civil protection systems, exposing the limitations of traditional wildfire management models that primarily focus on suppression. This Master’s thesis investigates the complex relationship between climate change and wildfires, with particular emphasis on the evolving role, responsibilities, and operational challenges of fire services at a global level. The study seeks to document how climate-driven environmental changes intensify wildfire risk, alter fire behavior, and reshape the operational landscape within which fire services are required to operate. At the same time, it explores the strategic, organizational, and technological adaptations necessary for effective wildfire prevention, management, and recovery in the context of an increasingly volatile climate system. The research is grounded in a systematic literature review methodology, covering the period from 2010 to 2024. This timeframe is especially significant, as it coincides with the intensification of climate change impacts and the emergence of extensive scientific literature addressing climate–fire interactions and disaster management. Through a structured and critical synthesis of international peer-reviewed studies, policy reports, and institutional analyses, the thesis identifies key trends, challenges, and best practices related to wildfire management and fire service transformation. A central analytical component of the study concerns the scientific documentation of the link between climate change and wildfire activity. The review highlights how rising temperatures and prolonged drought conditions increase evapotranspiration rates, reduce soil and vegetation moisture, and lead to widespread fuel aridity. These processes significantly increase the flammability of both live and dead biomass, thereby amplifying ignition probability and fire intensity. Furthermore, shifts in precipitation patterns—characterized by reduced overall rainfall and the concentration of precipitation into fewer, more intense events—disrupt the hydrological balance of forest ecosystems and exacerbate seasonal drought conditions. Collectively, these climate-induced changes alter the traditional “fire triangle” of heat, fuel, and oxygen, creating conditions conducive to extreme and fast-spreading wildfires. The thesis further examines the role of fuel accumulation and vegetation dynamics as critical mediators between climate change and wildfire severity. Climate-induced vegetation stress, increased tree mortality, and changes in species composition contribute to the accumulation of highly combustible fuel loads. Without effective fuel management strategies, such as forest thinning, prescribed burning, and landscape-level vegetation planning, these conditions significantly increase the likelihood of large-scale fire events that exceed suppression capacity. Beyond the environmental drivers of wildfire risk, the study explores the profound organizational and operational challenges confronting fire services worldwide. Contemporary wildfire seasons are increasingly characterized by multiple simultaneous fire events, extended operational durations, and geographically widespread incidents. This “fire synchronization” phenomenon limits the ability of fire services to reallocate resources across regions and undermines traditional mutual aid mechanisms. Prolonged deployments and repeated exposure to extreme conditions contribute to personnel fatigue, reduced decision-making capacity, and heightened safety risks for firefighters. Human resource constraints are identified as a major vulnerability within fire service systems. Aging workforces, insufficient recruitment, and limited opportunities for specialized training constrain operational capacity and adaptability. These challenges are compounded by material and logistical limitations, including aging equipment, restricted availability of aerial firefighting assets, and deficiencies in maintenance and supply chains. Such constraints reduce operational effectiveness and increase the risk of escalation during critical phases of wildfire incidents. The thesis also addresses the growing role of uncertainty in wildfire management. Climate change has increased the unpredictability of fire behavior, with sudden shifts in wind patterns, temperature, and humidity capable of rapidly transforming manageable incidents into uncontrollable emergencies. Fire service leadership is therefore required to make high-stakes decisions under conditions of incomplete information and intense time pressure. This reality underscores the need for adaptive management frameworks, flexible command structures, and enhanced situational awareness. Within this context, technology emerges as a critical enabler of modern wildfire management. The study examines the contribution of early warning systems, remote sensing technologies, geographic information systems (GIS), unmanned aerial vehicles, and decision-support platforms to prevention, preparedness, and real-time response. These tools enhance operational awareness, improve risk assessment, and support more informed decision-making. However, the thesis emphasizes that technological solutions must complement, rather than replace, human expertise and institutional capacity. In addition to operational considerations, the thesis explores international institutional frameworks and cross-border cooperation mechanisms related to wildfire management. Large-scale wildfire crises frequently transcend administrative and national boundaries, making interagency coordination and international collaboration essential. The analysis highlights both the benefits and the limitations of existing cooperative mechanisms, including legal, organizational, and logistical barriers to effective transnational response. The study further incorporates an analysis of international case studies and best practices from countries such as Portugal, Spain, Australia, and Canada. These cases illustrate diverse approaches to wildfire prevention, suppression, post-fire recovery, and community engagement. Common elements among successful strategies include proactive fuel management, integration of scientific research into operational planning, public education and community participation, and sustained investment in training and institutional capacity. The thesis concludes by integrating the findings of the systematic literature review and formulating evidence-based recommendations aimed at enhancing wildfire governance and the operational resilience of fire services. The proposed recommendations advocate a fundamental transition from predominantly reactive, suppression-oriented approaches toward comprehensive risk management frameworks that place strong emphasis on prevention, preparedness, intersectoral coordination, and adaptive planning. Within this framework, wildfire management is conceptualized as a complex and systemic challenge directly linked to the broader dynamics of the climate crisis. This perspective highlights the limitations of traditional operational models and underscores the need for institutional transformation. These challenges are compounded by material and logistical limitations, including aging equipment, restricted availability of aerial firefighting assets, and deficiencies in maintenance and supply chains. Such constraints reduce operational effectiveness and increase the risk of escalation during critical phases of wildfire incidents. The thesis also addresses the growing role of uncertainty in wildfire management. Climate change has increased the unpredictability of fire behavior, with sudden shifts in wind patterns, temperature, and humidity capable of rapidly transforming manageable incidents into uncontrollable emergencies. Fire service leadership is therefore required to make high-stakes decisions under conditions of incomplete information and intense time pressure. This reality underscores the need for adaptive management frameworks, flexible command structures, and enhanced situational awareness. Within this context, technology emerges as a critical enabler of modern wildfire management. The study examines the contribution of early warning systems, remote sensing technologies, geographic information systems (GIS), unmanned aerial vehicles, and decision-support platforms to prevention, preparedness, and real-time response. These tools enhance operational awareness, improve risk assessment, and support more informed decision-making. However, the thesis emphasizes that technological solutions must complement, rather than replace, human expertise and institutional capacity. In addition to operational considerations, the thesis explores international institutional frameworks and cross-border cooperation mechanisms related to wildfire management. Large-scale wildfire crises frequently transcend administrative and national boundaries, making interagency coordination and international collaboration essential. The analysis highlights both the benefits and the limitations of existing cooperative mechanisms, including legal, organizational, and logistical barriers to effective transnational response. The study further incorporates an analysis of international case studies and best practices from countries such as Portugal, Spain, Australia, and Canada. These cases illustrate diverse approaches to wildfire prevention, suppression, post-fire recovery, and community engagement. Common elements among successful strategies include proactive fuel management, integration of scientific research into operational planning, public education and community participation, and sustained investment in training and institutional capacity. The thesis concludes by integrating the findings of the systematic literature review and formulating evidence-based recommendations aimed at enhancing wildfire governance and the operational resilience of fire services. The proposed recommendations advocate a fundamental transition from predominantly reactive, suppression-oriented approaches toward comprehensive risk management frameworks that place strong emphasis on prevention, preparedness, intersectoral coordination, and adaptive planning. Within this framework, wildfire management is conceptualized as a complex and systemic challenge directly linked to the broader dynamics of the climate crisis. This perspective highlights the limitations of traditional operational models and underscores the need for institutional transformation. Fire services are increasingly required to evolve into adaptive, knowledge-driven crisis management organizations capable of anticipating emerging risks, integrating scientific knowledge into decision-making processes, and responding effectively to rapidly changing environmental conditions.
