Εφαρμογή στην Νήσο της Ρόδου","abstract":"Η παρούσα μεταπτυχιακή διπλωματική εργασία έχει ως στόχο την εκτίμηση της πλημμυρικής επιδεκτικότητας με τη χρήση προηγμένων μεθόδων χωρικής ανάλυσης και υπολογιστικών τεχνικών, όπου αναλύονται οι παράγοντες που συμβάλλουν στα πλημμυρικά φαινόμενα και γίνεται εκτίμηση των περιοχών που παρουσιάζουν υψηλή επιδεκτικότητα. Στο πρώτο και θεωρητικό σκέλος της εργασίας αναπτύσσονται θέματα όπως τι είναι οι πλημμύρες, ποιες οι κατηγορίες διαχωρισμού τους ανάλογα με τα αίτια εκδήλωσης τους, ενώ παρατίθενται και στατιστικά στοιχεία για αυτές σε εγχώριο και παγκόσμιο επίπεδο. Στην συνέχεια αναλύονται οι διάφοροι τομείς που εντοπίζονται οι επιπτώσεις τους (όπως είναι η ανθρώπινη υγεία, το περιβάλλον και η οικονομία), καταγράφονται οι κύριες μέθοδοι ανάλυσης του μηχανισμού εκδήλωσης τους, καθώς και οι σύγχρονες προσεγγίσεις αποτύπωσης των πλημμυρισμένων εκτάσεων και οι τεχνικές προσδιορισμού της επιδεκτικότητας μιας περιοχής σε αυτές. Συμπληρωματικά, για το εφαρμοσμένο κομμάτι της εργασίας υλοποιήθηκε έρευνα και καθορισμός γεωγραφικών, δημογραφικών, γεωμορφολογικών, γεωλογικών, σεισμοτεκτονικών, κλιματικών και χρήσεων γης στοιχείων για την Ρόδο. Στο εφαρμοσμένο σκέλος αναπτύσσεται ολοκληρωμένη μεθοδολογία χαρτογράφησης πλημμυρικής επιδεκτικότητας με εφαρμογή της στη νήσο Ρόδο, αξιοποιώντας εναρμονισμένα γεωχωρικά δεδομένα και υλοποίηση σε περιβάλλον Google Earth Engine. Αρχικά πραγματοποιούνται συλλογή, εναρμόνιση και προεπεξεργασία των δεδομένων, τεκμηρίωση ιστορικού πλημμυρικών συμβάντων και δημιουργία δειγμάτων πλημμύρας/μη-πλημμύρας για την εκπαίδευση και έλεγχο των μοντέλων, ενώ διερευνώνται οι σχέσεις μεταξύ των ανεξάρτητων μεταβλητών (συσχετίσεις, πολυμεταβλητή διερεύνηση και έλεγχος πολυσυγγραμμικότητας). Στη συνέχεια εκπαιδεύονται και εφαρμόζονται δενδρικά μοντέλα ταξινόμησης (Random Forest, XGBoost και CART) για την παραγωγή πιθανοτικών χαρτών επιδεκτικότητας, με προγνωστικές μεταβλητές που περιλαμβάνουν μορφομετρικά/τοπογραφικά χαρακτηριστικά (π.χ. υψόμετρο, κλίση, προσανατολισμό, καμπυλότητες), δείκτες υδρολογικής απόκρισης/επιφανειακής ροής (TWI, SPI, STI), απόσταση από το υδρογραφικό δίκτυο, λιθολογία, εδαφική σύσταση, και χρήσεις/καλύψεις γης. Η απόδοση των μοντέλων αξιολογείται με κατάλληλες μετρικές και διαδικασίες επικύρωσης, συμπληρούμενες από ανάλυση αβεβαιότητας και διερεύνηση συμφωνίας/διαφωνίας μεταξύ μοντέλων, ενώ οι χάρτες επαληθεύονται επιπλέον μέσω ανεξάρτητης, event-based προσέγγισης με δορυφορικά δεδομένα. The research is motivated by the increasing impacts of flood events on human safety, economic activity, and the natural environment, and by the practical need for robust, transferable, and updateable workflows that can support prevention planning and prioritisation of risk management actions. The study follows a two-part structure. The first, theoretical part reviews the main flood types and their triggering mechanisms, synthesises evidence on flood impacts across key sectors, including public health, the environment, the economy, critical infrastructure and transportation networks, cultural heritage, and broader societal vulnerability, and summarises contemporary approaches for mapping inundation and for modelling susceptibility. The second, applied part develops and implements an integrated susceptibility mapping methodology for the island of Rhodes (Greece), leveraging harmonised geospatial datasets and cloud-based processing within the Google Earth Engine (GEE) environment. The applied workflow begins with the compilation, harmonisation, and preprocessing of spatial information relevant to flood generation and flood pathways. To support supervised modelling, a historical flood inventory is assembled and organised, and a complementary set of non-flood samples is generated to represent background conditions. These samples provide the training and evaluation basis for classification models designed to estimate the probability of flood occurrence as a function of multiple conditioning factors. Prior to model training, the independent variables are examined to better understand their relationships and to mitigate multicollinearity effects that can destabilise model inference. This exploratory stage includes correlation analysis and multivariate examination, supported by diagnostics such as variance inflation factors and principal component analysis, which together provide insight into redundancy and shared information among predictors and help interpret patterns of covariation in the feature space. Flood susceptibility is then modelled with three decision-tree-based machine learning algorithms that are well suited to non-linear relationships, mixed variable types, and complex interactions among predictors: Random Forest (RF), Extreme Gradient Boosting (XGBoost; XGB), and Classification and Regression Trees (CART). Each algorithm is trained to discriminate flood from non-flood samples and is subsequently applied across the full study area to generate continuous, probabilistic susceptibility surfaces. The modelling setup follows an explicit training/testing strategy and uses diagnostic evaluation metrics that are widely adopted for binary classification in hazard mapping contexts. In this thesis, model skill is quantified using threshold-dependent and threshold-free indicators, including confusion-matrix-derived measures (such as overall accuracy, Cohen’s kappa, precision, recall, and F1-score) and receiver operating characteristic analysis expressed via the area under the curve (ROC–AUC). Hyperparameter tuning and repeated evaluation are used to support robust estimates of performance and to reduce the dependence of results on a single split or parameter choice. The predictive variable set integrates multiple categories of flood-relevant information that capture (i) the propensity of terrain to accumulate and route water, (ii) the energetic conditions of flow along hillslopes and channels, and (iii) landscape properties that modulate runoff production and infiltration. Topographic and morphometric descriptors derived from a digital elevation model are used to represent the geometric controls on drainage and flow concentration, including elevation, slope, aspect, and curvature-related measures. Hydrologically meaningful indices are included to summarise potential soil–water and terrain–water interactions; in particular, the Topographic Wetness Index (TWI) is used as a proxy for relative wetness and potential saturation tendency, while flow-related indices are used to represent the dynamics of surface runoff and transport capacity. Within this group, the Stream Power Index (SPI) estimates the erosive power of surface flow, and the Sediment Transport Index (STI) complements SPI by reflecting conditions associated with sediment transport potential under varying slope and contributing area regimes. Additional predictors include distance to the drainage network (as a proxy for proximity to flow conveyance pathways), geological and lithological information, soil texture characteristics, and land use/land cover data that reflect human modification of the landscape and vegetation patterns. Together, these variables provide a multi-source, physically interpretable representation of flood conditioning factors suitable for data-driven susceptibility modelling. Model evaluation is complemented by uncertainty and agreement analysis designed to quantify the stability and coherence of susceptibility predictions. Beyond reporting point estimates of performance, the thesis examines variability across repeated runs and explores spatial patterns of model consensus and disagreement. Such diagnostics are important because flood susceptibility mapping often involves multiple plausible modelling choices and because uncertainty can be spatially heterogeneous, with higher ambiguity typically emerging in transitional zones where conditioning factors indicate mixed flood likelihood. To further strengthen confidence in the produced susceptibility maps, an independent event-based verification is performed using satellite observations. The event-based component leverages Sentinel-1 synthetic aperture radar (SAR) data for inundation mapping capabilities under cloudy conditions, combined with rainfall information (e.g., CHIRPS) to frame the verification around documented or plausible flood-producing episodes. This external verification offers a complementary perspective to sample-based validation by comparing susceptibility patterns against flood extents derived from remote sensing for specific events, thereby testing whether areas classified as highly susceptible tend to coincide with independently observed inundated zones. Finally, the three model outputs are integrated into a combined ensemble susceptibility product. An ensemble (via soft-voting) approach is adopted to synthesise the probabilistic predictions from RF, XGB, and CART into a single, consolidated susceptibility layer. The rationale is that different tree-based learners can capture different aspects of the feature space and can respond differently to sampling variability, class imbalance, or local non-linearities; thus, an ensemble can reduce model-specific bias and stabilise spatial predictions. The resulting ensemble map serves as the final susceptibility product and is subsequently used for an exposure-oriented analysis. In this step, susceptibility information is linked with thematic layers representing elements at risk—such as land use/land cover classes and population distribution—to estimate where potentially susceptible locations coincide with socially or economically important assets. CORINE land cover data are used to characterise exposed land-use categories, while population information supports a first-order assessment of human exposure. This combined view moves beyond susceptibility alone by highlighting where flood-prone conditions overlap with high-value or vulnerable receptors, thereby supporting practical screening, prioritisation, and preparedness planning. Overall, the thesis demonstrates an end-to-end, cloud-executable framework for flood susceptibility assessment that combines harmonised geospatial predictors, decision-tree-based machine learning, multi-metric validation, uncertainty and agreement diagnostics, and independent satellite-based event verification. By implementing the workflow in Google Earth Engine, the approach is designed to be computationally efficient and replicable, enabling rapid updating as new flood inventories, remote sensing products, or thematic layers become available. Αρχικά πραγματοποιούνται συλλογή, εναρμόνιση και προεπεξεργασία των δεδομένων, τεκμηρίωση ιστορικού πλημμυρικών συμβάντων και δημιουργία δειγμάτων πλημμύρας/μη-πλημμύρας για την εκπαίδευση και έλεγχο των μοντέλων, ενώ διερευνώνται οι σχέσεις μεταξύ των ανεξάρτητων μεταβλητών (συσχετίσεις, πολυμεταβλητή διερεύνηση και έλεγχος πολυσυγγραμμικότητας). Στη συνέχεια εκπαιδεύονται και εφαρμόζονται δενδρικά μοντέλα ταξινόμησης (Random Forest, XGBoost και CART) για την παραγωγή πιθανοτικών χαρτών επιδεκτικότητας, με προγνωστικές μεταβλητές που περιλαμβάνουν μορφομετρικά/τοπογραφικά χαρακτηριστικά (π.χ. υψόμετρο, κλίση, προσανατολισμό, καμπυλότητες), δείκτες υδρολογικής απόκρισης/επιφανειακής ροής (TWI, SPI, STI), απόσταση από το υδρογραφικό δίκτυο, λιθολογία, εδαφική σύσταση, και χρήσεις/καλύψεις γης. Η απόδοση των μοντέλων αξιολογείται με κατάλληλες μετρικές και διαδικασίες επικύρωσης, συμπληρούμενες από ανάλυση αβεβαιότητας και διερεύνηση συμφωνίας/διαφωνίας μεταξύ μοντέλων, ενώ οι χάρτες επαληθεύονται επιπλέον μέσω ανεξάρτητης, event-based προσέγγισης με δορυφορικά δεδομένα. Τέλος, τα αποτελέσματα των τριών μοντέλων συνδυάστηκαν σε έναν ενιαίο συνδυαστικό (soft-voting ensemble) χάρτη επιδεκτικότητας, ο οποίος χρησιμοποιήθηκε ως τελικό προϊόν για την εκτίμηση της έκθεσης, μέσω συσχέτισης με θεματικά επίπεδα στοιχείων σε κίνδυνο (όπως χρήσεις γης και πληθυσμός), υποστηρίζοντας εφαρμογές προληπτικού σχεδιασμού και ιεράρχησης δράσεων διαχείρισης κινδύνου.","This Master’s thesis aims to assess flood susceptibility using advanced spatial analysis methods and computational techniques, by analysing the factors that contribute to flood occurrence and by delineating areas that exhibit elevated susceptibility. The research is motivated by the increasing impacts of flood events on human safety, economic activity, and the natural environment, and by the practical need for robust, transferable, and updateable workflows that can support prevention planning and prioritisation of risk management actions. The study follows a two-part structure. The first, theoretical part reviews the main flood types and their triggering mechanisms, synthesises evidence on flood impacts across key sectors, including public health, the environment, the economy, critical infrastructure and transportation networks, cultural heritage, and broader societal vulnerability, and summarises contemporary approaches for mapping inundation and for modelling susceptibility. The second, applied part develops and implements an integrated susceptibility mapping methodology for the island of Rhodes (Greece), leveraging harmonised geospatial datasets and cloud-based processing within the Google Earth Engine (GEE) environment. The applied workflow begins with the compilation, harmonisation, and preprocessing of spatial information relevant to flood generation and flood pathways. To support supervised modelling, a historical flood inventory is assembled and organised, and a complementary set of non-flood samples is generated to represent background conditions. These samples provide the training and evaluation basis for classification models designed to estimate the probability of flood occurrence as a function of multiple conditioning factors. Prior to model training, the independent variables are examined to better understand their relationships and to mitigate multicollinearity effects that can destabilise model inference. This exploratory stage includes correlation analysis and multivariate examination, supported by diagnostics such as variance inflation factors and principal component analysis, which together provide insight into redundancy and shared information among predictors and help interpret patterns of covariation in the feature space. Flood susceptibility is then modelled with three decision-tree-based machine learning algorithms that are well suited to non-linear relationships, mixed variable types, and complex interactions among predictors: Random Forest (RF), Extreme Gradient Boosting (XGBoost; XGB), and Classification and Regression Trees (CART). Each algorithm is trained to discriminate flood from non-flood samples and is subsequently applied across the full study area to generate continuous, probabilistic susceptibility surfaces. The modelling setup follows an explicit training/testing strategy and uses diagnostic evaluation metrics that are widely adopted for binary classification in hazard mapping contexts. In this thesis, model skill is quantified using threshold-dependent and threshold-free indicators, including confusion-matrix-derived measures (such as overall accuracy, Cohen’s kappa, precision, recall, and F1-score) and receiver operating characteristic analysis expressed via the area under the curve (ROC–AUC). Hyperparameter tuning and repeated evaluation are used to support robust estimates of performance and to reduce the dependence of results on a single split or parameter choice. The predictive variable set integrates multiple categories of flood-relevant information that capture (i) the propensity of terrain to accumulate and route water, (ii) the energetic conditions of flow along hillslopes and channels, and (iii) landscape properties that modulate runoff production and infiltration. Topographic and morphometric descriptors derived from a digital elevation model are used to represent the geometric controls on drainage and flow concentration, including elevation, slope, aspect, and curvature-related measures. Hydrologically meaningful indices are included to summarise potential soil–water and terrain–water interactions; in particular, the Topographic Wetness Index (TWI) is used as a proxy for relative wetness and potential saturation tendency, while flow-related indices are used to represent the dynamics of surface runoff and transport capacity. Within this group, the Stream Power Index (SPI) estimates the erosive power of surface flow, and the Sediment Transport Index (STI) complements SPI by reflecting conditions associated with sediment transport potential under varying slope and contributing area regimes. Additional predictors include distance to the drainage network (as a proxy for proximity to flow conveyance pathways), geological and lithological information, soil texture characteristics, and land use/land cover data that reflect human modification of the landscape and vegetation patterns. Together, these variables provide a multi-source, physically interpretable representation of flood conditioning factors suitable for data-driven susceptibility modelling. Model evaluation is complemented by uncertainty and agreement analysis designed to quantify the stability and coherence of susceptibility predictions. Beyond reporting point estimates of performance, the thesis examines variability across repeated runs and explores spatial patterns of model consensus and disagreement. Such diagnostics are important because flood susceptibility mapping often involves multiple plausible modelling choices and because uncertainty can be spatially heterogeneous, with higher ambiguity typically emerging in transitional zones where conditioning factors indicate mixed flood likelihood. To further strengthen confidence in the produced susceptibility maps, an independent event-based verification is performed using satellite observations. The event-based component leverages Sentinel-1 synthetic aperture radar (SAR) data for inundation mapping capabilities under cloudy conditions, combined with rainfall information (e.g., CHIRPS) to frame the verification around documented or plausible flood-producing episodes. This external verification offers a complementary perspective to sample-based validation by comparing susceptibility patterns against flood extents derived from remote sensing for specific events, thereby testing whether areas classified as highly susceptible tend to coincide with independently observed inundated zones. Finally, the three model outputs are integrated into a combined ensemble susceptibility product. An ensemble (via soft-voting) approach is adopted to synthesise the probabilistic predictions from RF, XGB, and CART into a single, consolidated susceptibility layer. The rationale is that different tree-based learners can capture different aspects of the feature space and can respond differently to sampling variability, class imbalance, or local non-linearities; thus, an ensemble can reduce model-specific bias and stabilise spatial predictions. The resulting ensemble map serves as the final susceptibility product and is subsequently used for an exposure-oriented analysis. In this step, susceptibility information is linked with thematic layers representing elements at risk—such as land use/land cover classes and population distribution—to estimate where potentially susceptible locations coincide with socially or economically important assets. CORINE land cover data are used to characterise exposed land-use categories, while population information supports a first-order assessment of human exposure. This combined view moves beyond susceptibility alone by highlighting where flood-prone conditions overlap with high-value or vulnerable receptors, thereby supporting practical screening, prioritisation, and preparedness planning. Overall, the thesis demonstrates an end-to-end, cloud-executable framework for flood susceptibility assessment that combines harmonised geospatial predictors, decision-tree-based machine learning, multi-metric validation, uncertainty and agreement diagnostics, and independent satellite-based event verification. By implementing the workflow in Google Earth Engine, the approach is designed to be computationally efficient and replicable, enabling rapid updating as new flood inventories, remote sensing products, or thematic layers become available.
