Abstract
dc:description.abstractAs water, a main element of life, is the most basic human need, differently from othernatural resouces. It is currently considered, out of its own use value, as a commoditythat is susceptible to usage in accordance with social, economic and political benefits.Currently, water that is considered as an economic good, has transformed into anoperand overcharge commodity in the global market which is dominated bymultinational corporations. In the backdrop of this development, current discussionshave increasingly begun to focus on the debates about whether water is a basic humanright. Privatization of water services, which is considered to constitute a profitable fieldby multi-national financial institutions and multi-national corporations operating on aglobal scale, and the commercialization of water have gained widespread appeal. Theprivatization applications that are dictated on the underdeveloped countries in return forthe financial support they need, have resulted in those countries in the transfer of theprocurement of public services to the private sector. In addition to this, the operating ofthe private sector in this field, have further worsened the conditions of the poor anddisadvantageous segments of society who already had problems in accessing water. Asthe global neo-liberal policies have gained functionality, the constriction of the publicsector and the efforts for eroding the acquisitions of the nation state, have brought aboutvarious problems. Privatizations have caused the constriction of employment, the risingof prices and tariffs for water, the reduction of service quality, the damage done to theenvironment and water resources by companies that do not fulfill their responsibilities,and the destitution of the poor from basic water services. As the failed privatizationattempts have displayed once more, it has been imperative that the realization of theprocurement of water services must be carried out by public sector. Thus, it should beclarified that, considering water as a public good is an obligation. Constitution of socialjustice, achievement of social welfare, and the realization of the access to waterindiscriminately, are only possible through public sector. Profitability targets of a fewinternational corporations those are dominant in the world water trade, have damagedthe economies of underdeveloped countries. On the other hand, these corporations havealso not been content with water services, but also have aspired for the procurement ofother public services. The failures of these corporations, which are supported byinternational financial institutions, have increased day by day. Because of this, both thediscussions surrounding the commercialization of water, and the policies for itsprivatization and commodification should be given up
