Abstract

The intercultural transmission perspective in human, social, and cultural capital reinforcement through the analysis of lifelong education in health services is a field of research that examines how the diversity of cultural backgrounds among healthcare professionals can be leveraged to improve the delivery of healthcare services. lt focuses on the ways in which education and training programs can be designed to promote the transfer of knowledge, skills, and values across cultural boundaries within the healthcare setting, with a particular emphasis on the human resources of general hospitals. This approach recognizes the importance of cultural competence in healthcare, and aims to develop strategies for building and maintaining a diverse and skilled workforce that is able to effectively meet the needs of patients from a wide range of cultural backgrounds. This approach recognizes the importance of cultural competence in healthcare, and aims to develop strategies for building and maintaining a diverse and skilled workforce that is able to effectively meet the needs of patients from a wide range of cultural backgrounds. The purpose of this work is to enlighten the reader, at an introductory level, about the foundations and dimensions of intercultural education as developed by UNESCO and to serve as a stimulus for the development of concepts related to school development, teacher training and, finally, teaching practice. lt is aimed at those in the education sector who are involved in teaching and policy-making, particularly pre-service and in-service trainers, policy makers, those involved in the development of schools and curricula, teachers and school principals. Education needs a vision that will inspire people's thinking, move them and give them wings to make their actions possible. Such a vision requires a convincing theoretical basis, but it must also appeal to professionals, motivate them and support their daily work. UNESCO states that schools, as one of the dominant institutions of society, have a mission "to develop the potential of learners through the transmission of knowledge and the creation of skills, attitudes and values that will enable learners to live within society" (UNESCO 2007:12). Undoubtedly, the success of any profeducational concept depends on those educational policies that develop a specific vision of the desired society. Once an educational policy is put in place, it is used to develop an educational philosophy. This philosophy raises questions about the values and attitudes of educators and the skills they need to develop. It is applied at the institutional level in the form of a general concept of education, which considers the role of hospital in society, the content of curricula and the essential elements in teacher education. This concept crystallises into a set of principles for teaching and learning in the classroom. In short, education: • At the social level It requires an educational policy (a vision) • At the institutional level It requires an educational philosophy from which educational concepts emerge • At classroom and learner level Requires educational principles (e.g. on the suitability of the environment and the adequacy of teaching and learning methods) In the educational field, in recent years, intercultural education has been a major topic of discussion, which has led to a series of publications by the two major international organisations dealing with social issues and the development of relevant educational policies: the United Nations (UN) and the Council of Europe. These organisations have formulated a vision of social development based on human rights (UN) or on human rights, democracy and the rule of law (Council of Europe), this vision serves as a shining example for intercultural education. This paper attempts to gather, summarize, and integrate the main positions of the two institutions, which have been published in various places related to intercultural education. In addition, where possible, an attempt is made to further develop the conceptual framework of intercultural education with a view to applying it to professional, and teacher training institutions. Given that all UN member states support human rights, it could lead to the assumption that a human rights-based education policy would enjoy universal support. However, in some states full respect for human rights as defined by the UN seems to be questioned. The same applies to the fundamental principles of the Council of Europe - human rights, democracy and the rule of law - and their interpretation by Member States when it comes to the question of accepting or rejecting a policy on intercultural education. For this reason, reservations may arise about the vision and idea of intercultural education in those states where there is no consensus on its socio-political foundations.La perspectiva de la transmisión intercultural en el refuerzo del capital humano, social y cultural a través del análisis de la educación permanente en los servicios de salud es un campo de investigación que examina cómo se puede aprovechar la diversidad de orígenes culturales entre los profesionales de la salud para mejorar la prestación de los servicios de salud. Se centra en las formas en que se pueden diseñar los programas de educación y formación para promover la transferencia de conocimientos, habilidades y valores a través de las fronteras culturales dentro del entorno sanitario, con especial énfasis en los recursos humanos de los hospitales generales. Este enfoque reconoce la importancia de la competencia cultural en la atención médica y tiene como objetivo desarrollar estrategias para construir y mantener una fuerza laboral diversa y capacitada que pueda satisfacer de manera efectiva las necesidades de los pacientes de una amplia gama de orígenes culturales. El propósito de este trabajo es ilustrar al lector, a nivel introductorio, sobre los fundamentos y dimensiones de la educación intercultural desarrollada por la UNESCO y servir de estímulo para el desarrollo de conceptos relacionados con el desarrollo escolar, la formación docente y, finalmente, práctica docente. Está dirigido a aquellos en el sector de la educación que están involucrados en la enseñanza y la formulación de políticas, en particular, formadores en servicio y en servicio, formuladores de políticas, aquellos involucrados en el desarrollo de escuelas y planes de estudio, maestros y directores de escuelas. La educación necesita una visión que inspire el pensamiento de las personas, las mueva y les dé alas para hacer posible sus acciones. Tal visión requiere una base teórica convincente, pero también debe atraer a los profesionales, motivarlos y apoyar su trabajo diario. La UNESCO afirma que las escuelas, como una de las instituciones dominantes de la sociedad, tienen la misión de "desarrollar el potencial de los alumnos a través de la transmisión de conocimientos y la creación de habilidades, actitudes y valores que les permitan vivir en sociedad" (UNESCO 2007 :12). Sin duda, el éxito de cualquier concepto educativo depende de aquellas políticas educativas que desarrollen una visión concreta de la sociedad deseada. Una vez que se establece una política educativa, se utiliza para desarrollar una filosofía educativa. Esta filosofía plantea interrogantes sobre los valores y actitudes de los educadores y las habilidades que necesitan desarrollar. Se aplica a nivel institucional bajo la forma de un concepto general de educación, que considera el papel de la escuela en la sociedad, las medidas necesarias para un adecuado desarrollo y gestión escolar, el contenido de los planes de estudios y los elementos esenciales en la formación docente. Este concepto cristaliza en un conjunto de principios para la enseñanza y el aprendizaje en el aula. En resumen, la educación: A nivel social Se requiere una política educativa (una visión). A nivel institucional Requiere una filosofía educativa de la que surjan conceptos educativos (por ejemplo, para el desarrollo escolar, la formación previa al servicio y en el servicio). A nivel del aula y del alumno Requiere principios educativos (p. ej., sobre la idoneidad del entorno y la idoneidad de los métodos de enseñanza y aprendizaje). En el campo educativo, en los últimos años, la educación intercultural ha sido un tema importante de discusión, lo que ha dado lugar a una serie de publicaciones de las dos principales organizaciones internacionales que se ocupan de los problemas sociales y el desarrollo de políticas educativas relevantes: las Naciones Unidas (ONU) y el Consejo de Europa. Estas organizaciones han formulado una visión del desarrollo social basada en los derechos humanos (ONU) o en los derechos humanos, la democracia y el estado de derecho (Consejo de Europa), esta visión sirve como un brillante ejemplo para la educación intercultural. Este trabajo intenta reunir, resumir e integrar las principales posiciones de las dos instituciones, que han sido publicadas en diversos lugares relacionados con la educación intercultural. Además, donde sea posible, se intenta desarrollar aún más el marco conceptual de la educación intercultural con miras a aplicarlo a las escuelas, aulas e instituciones de formación docente. Dado que todos los estados miembros de la ONU apoyan los derechos humanos, se podría suponer que una política educativa basada en los derechos humanos gozaría de apoyo universal. Sin embargo, en algunos estados parece cuestionarse el pleno respeto de los derechos humanos tal como los define la ONU. Lo mismo se aplica a los principios fundamentales del Consejo de Europa - derechos humanos, democracia y estado de derecho - y su interpretación por parte de los Estados miembros cuando se trata de aceptar o rechazar una política de educación intercultural. Por ello, pueden surgir reservas sobre la visión e idea de la educación intercultural en aquellos estados donde no existe consenso sobre sus fundamentos sociopolíticos.
