Survey of the Use of Emergency Medical Information Service and Suggestions for Improvement Direction

Today the emergency medical demand of our society is increasing with the social environmental changes, including the economic growth, increasing traffic volume, and the reduction of working hours. Therefore, the national and local governments have the responsibilities to provide appropriate emergency medical services. The purpose of this study is to survey the use of emergency medical information service (1339 service) and suggest further improvement directions. This study investigated the operating performances of nationwide emergency medical information service from January 2007 to December 2007 and analyzed the database of 95,546 cases referred to the Suwon Emergency Medical Information Center which covered the Southern area of Gyeonggi province. The operating performances of nationwide emergency medical information service in 2007 were higher by 47.7% than those in 2005. There is an increasing tendency in the use frequency of 1339 service. Hospital guide (72.1%) was the most frequently requested service and most users were non-medical persons (84.4%). The use frequency of September (15.82%) was about two times higher than the average monthly frequency (8.33%). The use frequency of Sunday (31.49%) was about 3.6 times higher than that of Friday (8.63%). The mobile penetration increased by 3.9 times during recent 10 years and there is an increasing tendency in the use frequency of 1339 service by using mobile phone. According to our study results, the following suggestions for emergency medical information services can be considered. (a) Make a dedicated investment in data systems to inform real time hospital information. This needs to establish a network system including emergency medical information center, regional health centers and medical institutions. (b) Establish a voice mail and short message delivering system to users’ mobile phones in hospital guide service. (c) The government should introduce ‘special service codes’ including emergency calling services into the newly released mobile phones. This service will enhance public rights to know and improve user’s convenience.
