Victor Orban's Concept of Democracy The subject of this thesis is the comprehension of the ongoing conflict between democracy concepts of Viktor Orban government in Hungary and the European Union (European Commission and European parliament). The goal of this research is to find out on what kind of criterias Viktor Orban‘s and European Union democracy is based. The work discusses the political ideas of Viktor Orban that are declared in the public speeches and interviews by the Hungarian Prime minister. Later one, paper discuss the political reforms attempted in Hungary during the period of 2010 and 2016 by the ruling party of Fidesz. Also paper discuss the documents made by the European Commission and the European parliament, which allows us to find out on which criterias Eurpean institutions critisize Viktor Orban‘s government and it‘s reforms. In addition to this, analysis of these documents allows us to identify which ideas remain as the most important ones to the European Union, when it declares that Viktor Orban‘s government is „undemocratic“ in a European way. The study clarifies that Viktor Orban‘s type of democracy is based on strong institution control and the growth of influence to the system of the rule of law. Also, according to his speeches it is strongly anti – federalist within the EU and always marks the importance of the political representation of the national interests among the EU. Study also clarifies that European Union usually critisize the Hungarian reforms in behalf of European type of the Human rights. Nevertheless it is the issue of the rule of law, media, or independent institutions the centre of the European union critics to the democracy of Hungary consists on speaking about the Human rights issues. The paper argues that it is possible to state that both the European Union and the Hungarian government seeks to enlarge their political power by using so called independent institutions (like National banks or Data authority agencies) and judicial system. The control of the institutions might be called the core idea of the both sides, the difference, however remains in reasons how the European union and the Hungarian Fidesz government overpowers the institutions and the judicial system. European Union always declares that it is acting and taking institutions in control in behalf of defending the European type of Human rights which are stated as the main democartic values of the Union. The Hungarian Fidesz however declares thet they are taking institutions control or make an impact on the judicial system because they were democratically elected, gain an absolute Constitutional majority in the parliament and now has the full right to represent their voters. Humans rights to the EU and representation of the nation to Viktor Orban remains as the main reasons to intervene the work of institutions or judicial system.
