This Bachelor thesis is called “Bargaining in International Relations. Analysis of "Refugee Agreement" between EU and Turkey. A Case Study”. Research seeks to determine the causes, which leeds to non consistent implementation of the agreement, that both sides signed on, on March 18th, 2016. Research problem: The Syrian civil war caused max influx of illegal migration into Turkey and European Union. In light of the refugee crisis both, EU and Turkey, found themselves coping with different problems concerning the main issue. The agreement that was signed on March 18, 2016 was supposed to resolve the issues that fell on the shoulders of EU and Turkey, respectively. Even though, both sides positively welcomed the agreement, it is not being implemented concistently, which also has negative impact on EU- Turkey relations as a whole. The main aim of the research is to idetify the main causes, that could explain why the agreement is not being implemented concistently. The research conceptualize theorethical framework, which gives reasonable understanding of the topic. The work is based on insights of international cooperation, bargaining and integration theories. Most broadly, research apllies the logic of two level games provided by Robert Putnam. Based on theorethical framework, the preliminary hypothesis was being suggested : the non concistent implementation of the agreement is caused by not ensuring the effective transfer of national interests to international level. In order to achieve the aim of the research, three tasks were defined: • To analyze the domestic situation of Turkey and EU in light of the refugee crisis and identify the main interests, that explains the incentives of closer cooperation; • To analyze the European Union and Turkey's negotiation process of the final agreement and the agreement itself; • To analyze the process of agreement implementation and to identify the main conflicting interests of EU and Turkey. The work applied case study method following the logic of qualitative research. The empirical material consists of primary sources such as the document of the “refugee agreement”, press releases and reports of European Union institutions about the concerning subject. Secondary sources concists of scientific works and media articles that are related to the subject and its context. Conducted research findings are: • The analysis revealed, that the causes of non concistent implementation of the agreement lies in the bargaining process. The national interests of European Union member states were not properly evaluated at the time, when agreement was signed. That confirmed the preliminary hypothesis of the research. • Furthermore, the analysis revealed that external factors, which emerged during the process of agreement implementation, changed the political agenda of EU and Turkey respectively. By that, for EU and Turkey the implementation of the agreement become a question of secondary importance. • The case study showed that although theories of international bargaining do provide a fairly detailed explanation of the logic of bargaining process, the model is appropriate only if interests of the states are static over time. The theorethical approaches should take into account the aspect of interest change over time. Also, they should concider the impact of external factors both, on the bargaining process and on the implementation process of the reached agreement.
