Bachelor's thesis dealt with the social benefits and the strategic aspects of governance. Thesis consists of theoretical and practical parts. The theoretical part (Chapters I and II) gives an overview of the welfare state model, the state social insurance system concept, Lithuania and other Baltic pension systems stance. On the basis of scientific materials, statistical sources, the adoption of a law and other documents that dealt with State Social Insurance Board regulatory activities, internal management, service management structure. In the practical part (Chapter III) is the regulatory and administrative analysis of social state insurance pension disbursement period 2005 – 2009 in the Republic of Lithuania. It is done to determine how the State Social Insurance Pensions Act Amendments, guaranteeing social rights and regulating the amount of benefits, Sodra was influenced by the benefit system and the DFA Fund budget. In the end, the conclusions and recommendations are related to research.
