Urban Versus Nonurban Counties: An Analysis of the Distribution of the Reagan Block Grant Funds in Alabama.

The purpose of this study is to determine if the State of Alabama distributes program funds underwritten by the Reagan block grants in such a way that the resulting distribution is biased against more urbanized counties. Specifically, this will be determined by looking at the percent change between FY 1981 and FY 1983 in the funding of selected State services at the county level. Percent change permits one to look at changes over time, and time, as will be shown, is an important consideration of this paper.
