dc:description.abstractThe starting point of this research project is a valuation-related issue concerning condominium properties in Germany. When apartments are purchased for rental purposes, the portion of the purchase price attributable to the building can be claimed for tax depreciation. It is of central importance that land is considered an asset with an indefinite useful life, whereas buildings are perishable. As a result, various proposed solutions have been published over the years in professional journals to split the purchase price accordingly and to separately specify the depreciable share attributable to the building. However, the methods for allocating the purchase price often yield significantly different results. This research project is the first to address the existing proposed solutions for purchase price allocation in a scientific manner (related to condominium properties) and to investigate the approaches used by expert appraisers in practice. Within the theoretical section, various specific allocation models were identified that could be directly applied to the allocation of purchase prices for condominiums. Furthermore, it was recognized that the process of purchase price allocation generally follows a specific procedural pattern consisting of the following steps: method selection, land value isolation, land value modification due to existing development, and building value adjustment. The different model proposals were analysed and classified based on these procedural steps. The comparative model proposed by Dr. Schaper/Thiele and published in 2017 was given high priority in this classification. In the empirical section, it was found that there is a wide variety of methods in use, and disagreements with tax authorities regarding allocation methods are still common. Theoretical principles—especially the possibility of modifying (reducing) land value due to existing development—are only partially reflected in practice for various reasons. However, the experts surveyed demonstrated a strong awareness of the challenges, particularly regarding the step of isolating the land value. Another finding of the empirical section was the necessity of modifying land value due to mixed-use developments. Based on the discussions in the empirical section, the prioritization of the model proposed in the theoretical section could largely be maintained. In the design-oriented part of the study, various recommendations were made to facilitate practical work, improve the acceptance of allocation appraisals by tax authorities, and thus create tangible added value. For the identified procedural steps, there are now—depending on the availability of regional data—various and even combinable implementation options (modular system).
