Συμβολή στη μελέτη του προβλήματος της θεραπείας των χρηστών ναρκωτικών από νομικής και κοινωνικής πλευράς

The problem of drug abuse in our country which has assumed serious proportions, points out to the necessity of the total and radical confrontation of all the parameters which contribute to its diagnosis. In spite of the hopes which accompanied the, validity of Law 1729/1987 in its beginning, our up-to-date experience of its enforcement shows that problems pointed in the past, are still maintained. Furthermore, in certain cases the situation has deteriorated, the main reason for that deterioration being the lack of the specialised personnel and the material and technical foundation which the law provides for. Therefore it is obvious the demand for an immediate and daring modification of legislation and procedures, so that we will be able as soon as possible: 1. To form, in the country's major courts, committees of specialised judges to be exclusively occupied with cases of violation of the provisions of the L. 1729/1987. 2. To form special courts for the exclusive trial of cases connected with drugs. 3. To form a special service consisting of social workers and, temporarily, of the local Societies for the Protection of the Underaged, which will look into the social dimension of the problem for each individual user. 4. To form a medical specialization which will deal exclusively with the rehabilitation of the dependent user. 5. To allow the application of other, internationally acceptable, methods of rehabilitation. 6. To have the local Societies for the Protection of the Underaged organise, on temporary basis of course, supporting advisory programmes. 7. To entrust the planning of the policy against drugs to special committees. These committees should be of limited membership and should consist strictly of scientists specialized on the subject. 8. The creation of the material and technical foundation which is anticipated as basis of the legislator's selections, whichever might they be, should precede every legislative arrangement or amendment.
