O sistema de inovação dos APLs no município de João Pessoa: identificação, caracterização e relações institucionais

This paper aims to identify, characterize and analyze the institutional relations of the innovation system integrating the Productive Arrangements & Innovation in the city of João Pessoa / PB. The methodological strategy of this study made use of secondary databases (SEBRAE / NA, BNDES, UFPB, IDEME, RAIS / MT) as well as semi-structured questionnaire with the representatives of institutions supporting innovation present at the council . From this set of information was possible to identify how they are structured and organized these institutional actors, the weaknesses of the innovation system, the programs / projects / activities and ongoing research aimed at innovation process, volume budget for innovation, sources information and importance of the innovation system to the dynamics of local clusters. Results of this study the current institutional design of the Innovation System in Singapore, hierarchically structured around two main actors: SEBRAE / PB and the UFPB. It was concluded that the innovation system has important weaknesses, highlighting the ignorance of the systemic organization and institutional, generating low frequency actions, poor effectiveness of the results achieved, low interaction between the actors and weak connection with business actors that make up the clusters, by some institutions.
