A contribuição da democracia participativa na construção de outro modelo de gestão pública: a implementação do orçamento democrático no Estado da Paraíba (2011-2014)

Being historically new, the Brazilian democracy is still an ongoing process consolidation. Even we have experienced this regime for over two decades, we cannot say that this regime is consolidated, nor finished. However, the Federal Constitution of 1988 brought to the fore other mechanisms of popular participation and the possibility of building other avenues for intervention population with local authorities. This study addresses the movement of democratization of public administration, with the institution of participatory democracy, which is materialized by creating Participatory or Democratic Budgets. Our study aims to analyze the experience of Democratic budget in the State of Paraiba, by addressing its historical process and, therefore, we used the methodology to bibliographic research and analysis of content, in order to support this study. Finally, we identify how this instrument comes redesigning other forms of relationship between the people and the government.
