Kształtowanie form organizacyjno-prawnych gospodarki budżetowej samorządu terytorialnego w Polsce

Przedmiotem rozprawy doktorskiej jest problematyka form organizacyjno-prawnych gospodarki budżetowej samorządu terytorialnego w Polsce. Główne obszary badawcze wyznaczone zostały zgodnie z okresami istnienia samorządu terytorialnego w naszym kraju. Badania objęły zatem lata 1918-1939, lata 1944-1950 oraz okres współczesny (tj. od 1990 r.). Za zasadnicze cele badawcze przyjęto analizę i ocenę procesu kształtowania form organizacyjno-prawnych gospodarki budżetowej samorządu terytorialnego w Polsce oraz sformułowanie postulatów de lege ferenda odnoszących się do form organizacyjno-prawnych gospodarki budżetowej samorządu terytorialnego w drugiej dekadzie XXI wieku. Dla realizacji wyznaczonych celów badawczych, praca została podzielona na cztery rozdziały. W rozdziale I, stanowiącym wprowadzenie do zasadniczych rozważań, omówiono podstawowe zagadnienia dla wybranej problematyki badawczej. Kolejne (trzy) rozdziały zostały poświęcone tematyce ustroju samorządu terytorialnego, zadań jednostek samorządu terytorialnego, podstaw prawnych i głównych zasad gospodarki budżetowej samorządu terytorialnego, a przede wszystkim - form organizacyjno-prawnych gospodarki budżetowej samorządu terytorialnego w poszczególnych okresach istnienia samorządu terytorialnego w Polsce. This dissertation discusses the issues relating to organizational and legal forms of budgetary economy of local governments in Poland. Main research areas were designated according to periods of existence of local governments in our country. The study covered the years 1918-1939, the years 1944-1950 and the contemporary period (i.e. since 1990). The main research objectives were to analyze and evaluate the process of shaping the organizational and legal forms of the budgetary economy of local governments in Poland and to formulate de lege ferenda postulates related to the organizational and legal forms of budgetary economy of local governments in the second decade of the 21st century. In order to meet the research objectives, the paper has been divided into four chapters. Chapter 1, which constitutes an introduction to the basic considerations, discusses the key issues for the selected research topic. The next (three) chapters have been devoted to the system of local governments, the tasks of local government units, the legal basis and the main principles of the budgetary economy of local governments, and - above all - organizational and legal forms of budgetary economy of local governments in different periods of existence of local government in Poland.
