Das politische System des Kantons Schaffhausen : Akteure, Institutionen und Entscheidungsprozesse in einem Kleingliedstaat

dc:descriptionThe aim of this thesis is to analyse how the political system of the Canton Schaffhausen works. The first part deals with the actors (parties, associations, press and local authority) and institutions (parliament, government and administration) which are involved in the decision making process. The second part analyses material decision making processes in the period 1989-2002. The improvement for political science is the removal of two deficits in research. One is the federalism research of Switzerland and the other the research on very small components in federal states. Although Switzerland is one of the most federal countries in the world there is a lack of specific literature on the cantonal level. Above all are comparative treatises on elements like election system or referendum. Very small components in federal states are characterized by a very little population (in absolute terms) and are hence confronted with specific problems but also prospects. This thesis is a contribution to this young research discipline. The statistical datas are made by a mixture of methods: literature, interviews with experts, questionnaire to cantonal MP´s and analyse of official documents.
