Strukturen und Entwicklungspotenziale der Abfallwirtschaft in Tunesien

Abstract

dc:description

The solid waste management of Tunisia is developed to an important component of the national environmental policy. This high value is apart from the problem consciousness generally grown due to environmental excessive use, in particular on the meaning of the tourism industry and the forthcoming foreign trade zone with the European Union to lead back for the economic development of the country. The Tunisian government, that is dependent on foreign, primarily German, technical and financial assistance in view of the limited financial means and the scarceness of human resources, attemps to master numerous efforts for quite some time around the waste problem. To take over mostly tried finished models and procedures of other industrialized countries. The technical and political analysis of some important model Projects regarding to waste composting, -land filling and utilization shows the fact that the conversion of certain projects without total concept is very conditionally transferable. It leads to technical, institutional, legal and financial difficulties. However the solutions are approved which are adapted to the social and cultural conditions of the population and corresponded to the characteristics of the country and the technical and organizational know-how of the strongly dominating administration. In order to search for solutions of the waste problem, which are immediately integrated, comprehensive and specified for Tunisia, the waste problems are located with a week point analysis at first. Originated from the three most important parameters "detection, cause and extent", waste-political basic principles are derived. Based on optimised institutional, legal and financial general conditions, the most relevant political instruments and potentials are represented in their impact to the waste management in Tunisia, followed by the identification and analysis of a plan of actions, which included state-specific ecological, economical and social cultural measures. Further the enforceability potencial of these measures is prognosticated within the framework of a five years annual planning on the basic of material indicators and plausibility considerations. The plan of action, which is founded on economical bases, should facilate the gradual transition of the present primary disposal on to more fastidious waste management and to thus specify the general adjustment the waste politics on a lasting basis and to facilitate an orientation of the political decision makers and international financial giver. Because the waste problems of Tunisia can be mastered in the current development phase not exclusively with technical approachs; rapid goal-oriented acting of economy, administration and policy is essential.
