The broad acceptance which is necessary in order to safeguard mobility in air transport can only be reached by achieving a fair balance between the conflicting economic, ecological and societal interests in the vicinity of commercial airports. In this respect noise budgets seem to be a promising contribution, although there are still numerous problems and shortcomings, in particular in their specific design. Scientific activities on this subject have in the past been mainly concerned with separate economic and legal elements of the complex budgeting question. By supplementing the synthesis of this material systematically, this dissertation aims to produce an integrated framework for action as a competent source of reference allowing a qualified and reliable development of noise budgets at airports. To this end, the basic factors determining noise budgets are described individually. The potential of all the major fields of action is then pinpointed and the feasibility examined. Following on from this, a concrete framework for action is derived covering the whole spectrum of noise budget design at airports. Finally, this framework for action forms the basis for overall conclusions which are then condensed into a catalogue of options for the design of noise budgets. Here, particular attention is paid to the interdependencies between the individual fields of action. Where necessary, important items, lines of argument and conclusions are discussed and visualized by means of computer-aided calculations for a hybrid airport. As expected, the analyses and evaluations confirm how intricate and complex such a design will be if it is appropriate and at the same time practicable. This is all the more so when putting an awarding procedure for noise dependent licences into practice. In particular trading with noise budget licences cannot at present be realised because of massive difficulties in the design process. Other awarding procedures which are also in keeping with the market have considerable limitations. Only if explicit licensing is abandoned does the otherwise narrow spectrum for planning become wider. From an environmental-economic point of view without a direct quantity control noise budgeting is deprived of its main characteristic. In such a case the adherence to a fixed quantity of noise impact can only be ensured indirectly. However, in finding a balance of diverging interests the method of control used is of secondary importance.
