Measurement of the proton structure function F 2 at low kappa and low Q 2 with H 1 detector at HERA

A measurement of the proton structure function F_2(x,Q^2) with four-momentum transfer squared Q^2 between 0.08 GeV^2 and 0.35 GeV^2 and with Bjorken x in the range of 1.2*10^-6<x<5.8*10^-5 is presented. The analysis is based on data recorded in the end of 1999 by the H1 detector at the HERA ep collider with a center-of-mass energy s^1/2= 318 GeV^2. A detailed description of the measurement of inclusive cross sections is given. Special emphasis will be placed on the understanding of the performance of the VLQ spectrometer which covers the kinematic range of low Q^2 in the H1 experiment.
