An analysis of Germany as a business location shows the enormous significance of reseach and development (R&D) as well as education and qualification, for securing technological capability and competitiveness on a global market. The expenditure for research and development (R&D expenditure) in Germany has been rising over the last years. However, the share of R&D expenditure in relation to gross domestic product (GDP) has been decreasing in Germany since the mid-80s until 1997. This recent growth does not change the fact that the decrease of the R&D expenditure related to GDP widened the gap to corresponding expenditures in the USA and Japan. This means that Germany lost its competitive – partially even leading – position in this field. As the share of R&D expenditure of GDP and its growth in Germany won't be sufficient to catch up with Japan and the USA, efficiency and effectiveness of research and development have to be improved noticeably. There is an important correlation between research and development on the one hand and education and qualification on the other. The quality of research and development depends on the education and qualification of the up-and-coming academics. In the long term, excellent research and development is not possible without new generations of qualified academics. The aim of this thesis is the development of an integrated management system for technological research institutes. The emphasis lies on the development of a knowledge management model and its practical implementation into an integrated management system, that is demonstrated with the example of the Fraunhofer-Institute for Laser Technology (ILT) and the Department of Laser Technology (LLT) at the Technical University in Aachen. The integrated management system is charakterized by: Target-Orientation, Client-Orientation, Employee-Orientation and Process-Orientation. Starting with a stocktaking of Germany as a business location, an examination of the significance of research and development as well as education and qualification for Germany's technological capabilities is carried out. The various suppliers and clients in the field of research and development within the German research system are analysed including their tasks and requirements; afterwards, basic legal conditions and proceedings of the transference of knowledge and technology as well as the evaluation of research results are introduced. A knowledge management model for technological research institutes is developed; its partial processes are closely examined and clarified by means of examples. The integrated management system bases on the knowledge management model for technological research institutes. Efficiency and effectivity of research and developement as well as education and qualification can be improved with suitable method-competences. With regard to research institutes, these especially are staff and project management which are taken into consideration in the management system. In order to allow a possible certification of the management system, the demands of the standard ISO 9001:1994 are considered as well as revision 2000 of the ISO 9000 Series of International Standards and aspects of the EFQM-model. Chapter 6 demonstrates how the knowledge management model for technological research institutes is implemented into an integrated management system, exemplified at the ILT and LLT.
